俄羅斯通信設(shè)備FAC認(rèn)證合格評(píng)定是國家監(jiān)督的強(qiáng)制性程序之一?？梢酝ㄟ^聯(lián)邦通信局 (FAC) 合格證書或 FAC符合性聲明，來證明該產(chǎn)品符合通訊技術(shù)要求。只有在獲得通訊設(shè)備FAC證書之后，通信設(shè)備才能投放到俄羅斯聯(lián)邦市場。 FAC 證書的有效期通常為 1 到 3 年。但是FAC符合性聲明的有效性不受限制無限期。

俄羅斯聯(lián)邦相關(guān)通信設(shè)備合格評(píng)定的立法：

適用領(lǐng)域

As communication equipment count such plants and devices, that are used for detection, transmission and output of informations. 用于信息檢測、傳輸和輸出的通信設(shè)備。

Decree of the Government № 532 sets out what equipment is subject to compulsory FAC certification: 

俄羅斯政府 № 532 號(hào)法令規(guī)定需要進(jìn)行強(qiáng)制性 FAC 認(rèn)證的通信設(shè)備清單：

• equipment for switching systems (equipment for communication centers, telephone exchanges etc)  交換系統(tǒng)設(shè)備（通信中心、電話交換機(jī)等設(shè)備）

• equipment for digital data transmission systems 數(shù)字?jǐn)?shù)據(jù)傳輸系統(tǒng)設(shè)備

• equipment with the functions of control and monitoring 具有控制和監(jiān)測功能的設(shè)備 

• equipment used to record the volume of communication services provided 用于記錄所提供通信服務(wù)量的設(shè)備

• radio-electronic means of communication  無線電電子通訊設(shè)備

• communications equipment, including software used for operational search activities  通信設(shè)備，包括用于業(yè)務(wù)搜索活動(dòng)的軟件

• terminal equipment that could lead to disruption functioning of a public communications network 可能導(dǎo)致公共通信網(wǎng)絡(luò)功能中斷的終端設(shè)備

If communications equipment is not listed in Decree of the Government № 532 but it is a terminal equipment, such equipment must be FAC declared, for example:

如果通信設(shè)備未在政府 № 532 好法令中列出，但它是終端設(shè)備，則此類設(shè)備也必須進(jìn)行 FAC 聲明，例如：

• DECT corded and cordless phones/DECT 有繩和無繩電話

• Cell phones GSM, WCDMA, HSDPA, CDMA/ GSM、WCDMA、HSDPA、CDMA電話手機(jī)

• Wired and wireless modems and computer cards (modules) for GSM, GPRS, EDGE, WCDMA, HSDPA/用于 GSM、GPRS、EDGE、WCDMA、HSDPA 的有線和無線調(diào)制解調(diào)器和計(jì)算機(jī)卡（模塊）

• BlueTooth and Wi-Fi Wireless Computer Network Modules standard 802.15 и 802.11a/b/g/n./藍(lán)牙和 Wi-Fi 無線計(jì)算機(jī)網(wǎng)絡(luò)模塊標(biāo)準(zhǔn)802.15 и 802.11a/b/g/n. 

• Telematic Data server, which support the following Internet services and working over HTTP, HTTPS, POP, SMTP, DNS, FTP.遠(yuǎn)程信息處理數(shù)據(jù)服務(wù)器，支持以下 Internet 服務(wù)并通過 HTTP、HTTPS、POP、SMTP、DNS、FTP 工作的設(shè)備

   

注意：如果該通信設(shè)備無法連接到公共交換電話網(wǎng)絡(luò)，則不需要聯(lián)邦通信局FAC的任何符合性批準(zhǔn)認(rèn)證。 但是無論如何，該設(shè)備需要遵守歐亞經(jīng)濟(jì)聯(lián)盟的技術(shù)法規(guī)。 如果該設(shè)備可用于數(shù)據(jù)加密，則必須強(qiáng)制性遵守俄羅斯聯(lián)邦聯(lián)邦安全局 (FSB) 的通知。

FAC Certification or Declaration process 

FAC認(rèn)證/符合性聲明流程

1. Step: filing of application at the notified certification body  向指定認(rèn)證機(jī)構(gòu)提交申請(qǐng)

2. Step: the notified certification body checks the documentation 指定認(rèn)證機(jī)構(gòu)檢查文件

3. Step: product classification and sampling  產(chǎn)品分類和抽樣

4. Step: testing  測試

5. Step: manufacturing audit (if set out in the technical regulation)  制造商工廠審核（如果在技術(shù)法規(guī)中有規(guī)定）
